Andrew is a highly respected public-sector leader with a distinguished career shaped by decades of service to Australia. Born and raised in Toowoomba, Queensland, he has held senior Executive and Secretary (CEO) roles across the Australian Public Service, including 12 years leading three Commonwealth departments. His tenure saw him appointed or reappointed by five Prime Ministers and work directly with 15 portfolio ministers, reflecting his deep expertise in government stewardship and reform.
Alongside his government leadership, Andrew is driven by a deep commitment to building a strong and fair future for children and young people – values that underpin his long career in public service and community governance.
Andrew also plays a significant role in strengthening Australia’s not-for-profit and governance landscape. He is Chair of the Gardiner Foundation, supporting the advancement of Victoria’s dairy industry, as well as National President of the Institute of Public Administration Australia and a member of the Council of the Australian National University.
